Mix together the ground beef, salt and black pepper in a bowl. Form the beef mixture in to 2 burger patties that are the same size.
Wrap each burger patty in a foil packet, sealing completely. Pour 1 ½ cups of water into the Instant Pot insert and place the trivet inside.
Put burger packets on top of the trivet, close the lid, and turn the valve to the sealing position. Set the Instant Pot to manual pressure / high pressure for 8 – 10 minutes.
Once cook time has finished, perform a quick pressure release. Open the lid and use tongs or oven mitts to remove the foil packets.
